Exclusive Representation
Collective bargaining can designate one organization to represent a covered employee group in negotiations and workplace matters. That can include educators who support the organization, educators who oppose it, and educators who would prefer to speak independently.

Teacher Voice
Teachers deserve a meaningful voice. The question is whether that voice is strengthened by exclusive representation, or whether some educators may feel less heard if one organization speaks for the entire group.
Board Authority
School board members are elected by the community. A CBA can move certain decisions into negotiated processes that are less direct than the normal relationship between voters, board members, administrators, teachers, and schools.

- Who speaks for teachers who disagree with the representative organization?
- How much decision-making remains local?
- What issues would shift from board discretion into contract negotiation?
- How would individual teacher concerns be handled?
